Your Majesty:


PEN Guatemala urges the Saudi Arabian authorities to release Raif Badawi and his lawyer Walid Abu al-Khair immediately and unconditionally as they are being held solely for their peaceful exercise of their rights to freedom of expression;

We call for Raif Badawi’s sentence of flogging to be overturned immediately as it violates the absolute prohibition in international law against torture and other cruel, inhuman or degrading treatment or punishment;

Also, we urge the Saudi Arabian authorities not to bring any charge of ‘apostasy’ against Raif Badawi

In the meantime, calling for both men to be granted all necessary medical treatment and access to their families and lawyers of their choice;

Finally, we call on Saudi Arabia to ratify, without reservation, the International Covenant on Civil and Political Rights.

         El Centro PEN Guatemala, capítulo del PEN Internacional de Escritores con sede en Londres Inglaterra, fiel a su carta constitutiva y de acuerdo con los principios de defensa a la libre expresión del pensamiento, manifiesta su protesta por el hostigamiento judicial en contra de la escritora y periodista Sanjuana Martínez Montemayor

Exigimos a las autoridades que aseguren que Martínez reciba protección inmediata y apropiada bajo el mecanismo de protección del gobierno para los defensores de derechos humanos y periodistas.  Hacemos un llamado, finalmente, para asegurar con carácter de urgencia que la Fiscal Especial para la Atención de Delitos cometidos contra la Libertad de Expresión (FEADLE) y el mecanismo de protección nacional se le asignen recursos financieros, materiales y humanos para poder llevar a cabo su trabajo.

         PEN Guatemala calls for her immediate and unconditional release if, as reported, Gao Yu  is being persecuted for her legitimate professional activities;

We remind the Chinese authorities that Article 35 of the Constitution of the People’s Republic of China provides for freedom of speech and that as a signatory to the International Covenant on Civil and Political Rights, which provides for freedom of legitimate expression, the right not to be arbitrarily detained and the right to a fair trial, they are obliged to “refrain from acts that would defeat or undermine the treaty’s objective and purpose”.

PEN Guatemala is deeply concerned by the growing campaign of judicial harassment faced by writer, journalist and documentary filmmaker Can Dündar. Dündar, who was recently appointed as the new editor-in-chief of the Turkish daily Cumhuriyet, was questioned today on suspicion of presidential defamation; an offence which carries a sentence of up to four years and eight months in prison under the Turkish Penal Code. The criminal investigation comes after Turkish President Recep Tayyip Erdoğan submitted an official complaint about an interview conducted by Dündar with one of the prosecutors who led a December 2013 investigation into alleged corruption amongst Erdoğan’s inner circle.

We call on the Turkish authorities to decriminalise defamation including against the president, and to drop the cases against Can Dündar;

Our organization remind them that the limits of acceptable criticism of politicians and senior public officials are wider than for private individuals, as has been determined repeatedly in international law such as in the case of Tuşalp v Turkey before the European Court of Human Rights;

Finally, we remind them that Turkey has the obligation to respect the right to freedom of expression under the European Convention on Human Rights (ECHR) and the International Covenant on Civil and Political Rights (ICCPR), to which it is a state party.

We call on the Azerbaijani authorities to release her immediately and unconditionally and to drop all charges against her;

Finally, we call on Azerbaijan to comply with its obligations under Article 10 of the European Convention on Human Rights and Article 19 of the International Covenant on Civil and Political Rights (to which Azerbaijan is a state party) to protect the right to freedom of expression and cease its campaign of intimidation directed at opposition or critical voices.

PEN Guatemala protests


PEN Guatemala protests by the murder of prominent secular writer and blogger Avijit Roy on 26 February 2015. The motive for the murder is unknown, but according to his family he had received numerous threats from religious extremists in connection with his secular writings. PEN calls for a full investigation into the murder of Avijit Roy so that those responsible are brought to justice.

Roy is the second blogger to have been murdered in Bangladesh in the past two years, and the fourth writer to have been attacked since 2004.  Hardline Islamist groups have demanded the public execution of atheist bloggers and sought new laws to combat writing critical of Islam.
 
         PEN Guatemala is alarmed at the ongoing pattern of violence against writers and journalists in Bangladesh, who appear to be targeted with impunity solely for the peaceful expression of their views, and calls on the Bangladeshi authorities to ensure that the necessary measures are taken to bring the perpetrators to justice.

We express serious concern at the crackdown on bloggers and journalists in Bangladesh, who are targeted with apparent impunity solely for their critical writings;

We remind the authorities of their obligations to Article 19 of the International Covenant on Civil and Political Rights, to which Bangladesh is a signatory.
